Urgent Announcement | Adjustment to Export Tax Policies for Photovoltaic and Battery Products

According to the latest joint announcement (Announcement No. 2 of 2026) issued by the Ministry of Finance of the People’s Republic of China and the State Taxation Administration, China will implement significant adjustments to the export value-added tax (VAT) rebate policies for photovoltaic (PV) products and battery products starting in 2026.


This policy change will have a direct impact on the export cost structure of the related products. The details are hereby announced as follows:


一、Key Policy Adjustments

 

Battery Products (Battery & Energy Storage Systems)

 

From April 1, 2026 to December 31, 2026, the export VAT rebate rate will be reduced from 9% to 6%.

 

Effective January 1, 2027, the export VAT rebate for battery products will be fully canceled.

 

The specific scope of applicable products and implementation timelines shall be subject to the official announcements and the export customs declaration date.


二、Impact on Procurement Costs

 

With the reduction and eventual cancellation of the export VAT rebate:

 

·Exporters will no longer receive the corresponding VAT rebate support.

·The overall export costs of photovoltaic modules and battery products will increase accordingly.

·For large-scale photovoltaic power plants and energy storage projects, this change may have a certain impact on overall project budgets.

 

This policy adjustment is a nationwide tax policy change implemented by the government and is not a unilateral action by individual enterprises.
